WHAT IS THE MOTIVATION OF SOMEONE WHO CALLS SUICIDE "AN ACT OF ASYMMETRIC WARFARE" ?

The US Military Commander at Guantanamo Bay called the suicides in his prison "an act of asymmetric warfare waged against us...a publicity stunt".
